Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 1 costs, 0 mixed.
Faster, clearer aircraft certification process
If enacted, the FAA would publish a public plan on its website within 180 days to improve the issue paper process. The FAA would set standard timelines and update its issue-paper rules and guidance within 180 to 270 days. The agency would post updated delegation guidance within 90 days and consult industry, advanced air mobility groups, and airport planners. The FAA would also send annual reports to Congress starting 180 days after timelines are set. These steps would aim to make type certification more predictable and faster for manufacturers and developers.
No court review of FAA timelines
If enacted, the bill would say FAA timelines do not create any new legal right. Courts could not review whether the FAA met those published timelines. This would limit legal remedies for applicants and others seeking to enforce timing.
