This bill requires the USDA, working with the U.S. Trade Representative, to produce an annual, public report on the competitiveness of U.S. specialty crop exports. The report must be unclassified and machine readable, may include a classified annex, and must reflect public comment and input from the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables.

  • Farmers and exporters: Receive an annual, itemized analysis of tariffs, quotas, sanitary and phytosanitary rules, subsidies, and other foreign acts or policies that hurt specialty crop exports, plus estimates of the impact and, when feasible, the value of exports lost to each country.
  • Policymakers and trade negotiators: Get a yearly assessment of whether each identified barrier is covered by international agreements and a summary of executive-branch actions taken or expected, including section 301 measures, World Trade Organization dispute steps, and negotiations or consultations.
  • Congress and the public: The unclassified report is sent to relevant congressional committees and made publicly available in machine readable format, improving transparency about export barriers.
  • Agency spending oversight: The report must describe any funds under subsection (f)(3)(A)(iv) that were not obligated in the prior fiscal year and explain why.
