New VA centers for innovative therapies
This bill would create VA Innovative Therapies Centers of Excellence (ITCOEs) at not fewer than five VA medical facilities. It would authorize $30,000,000 per fiscal year for research and education and let the VA move other VA medical funds to support the centers. The VA Secretary, on the Under Secretary for Health’s recommendation, would pick geographically distributed sites that pass a peer review panel and meet academic, research, advisory, evaluation, coordination, and data-repository requirements. The bill would define covered conditions (for example, PTSD, chronic pain, depression, anxiety, bipolar disorder, Parkinson’s disease, and substance use disorder) and list specific therapies (for example, MDMA, 5‑MeO‑DMT, ibogaine, ketamine, and psilocybin), with the Under Secretary allowed to add more. The bill would also create an expert peer review panel to judge applications and require the Under Secretary to report to Congress not later than two years after enactment and annually thereafter on center activities and recommendations.
