Lower fertilizer costs for farmers and importers

If enacted, this bill would suspend and remove certain U.S. duties on phosphate fertilizer imports from the Kingdom of Morocco. Starting 7 days after enactment, duties under sections 122 and 301 would not apply to goods classified under HTS headings 3103 or 3105 from Morocco. Starting 4 business days after enactment, the April 7, 2021 countervailing duty orders would no longer apply to Moroccan imports, and Commerce must stop collecting duties or cash deposits except for duties assessed in administrative reviews completed before that date. Within 90 days after enactment, Customs must refund cash deposits paid for those Moroccan phosphate imports to the importer of record, subject to the same administrative-review exception.
