Big platforms must file antisemitism reports
If enacted, online platforms with at least 50,000,000 unique monthly U.S. users for most months would have to file a public transparency report to the Federal Trade Commission within one year and then every 180 days. Each report would list safety tools, reviewer training, how the platform addresses extremist antisemitism, counts and categories of violating content, actions taken, how often removed posts had over 100 views, algorithm promotion metrics, and estimates of violating content that remain. The FTC would make rules and could treat failures to report as unfair or deceptive acts subject to enforcement.
More school protections against antisemitism
If enacted, the Department of Education would set up a Federal Title VI Clearinghouse on safety and best practices within 180 days and brief key Congress committees within 30 days of that. The Secretary would name an antisemitism coordinator within 90 days to review complaints and make plans to resolve cases pending over 180 days. OCR regional offices would offer trainings within 90 days and then yearly for five years, with status reports starting 180 days after the first training and annually for five years. Schools that receive Title VI federal funds would need to name at least one Title VI coordinator, keep grievance procedures and nondiscrimination policies, notify students and parents each year, and keep related records for 7 years. The bill would also align certain campus bias reporting to FBI Uniform Crime Report categories.
More and faster nonprofit security grants
If enacted, the bill would change the Nonprofit Security Grant Program to raise certain set-asides from 5% to 10% and tie program funding to each fiscal year with an authorization. FEMA would have to post funding notices within 90 days after Congress provides money and ensure States notify eligible nonprofits. States would generally have to review reimbursement requests within 90 days of submission unless extra documentation is required by law. FEMA would issue guidance within 120 days banning percentage caps on using grant funds for contracted security personnel (with narrow fraud exceptions) and must report on staff and resources within 120 days and annually. The bill also clarifies allowable uses to include employing personnel, grant management, procurement support, and financial and audit support.
