State election grants tied to DHS checks
This bill would appropriate $20,000,000 to the Election Assistance Commission for payments to eligible States to improve administration of Federal elections, including election technology and security. A State would be eligible only if it received a fiscal year 2026 election security grant and signed a written agreement with the Secretary of Homeland Security. Under that agreement, the State would provide, not less than quarterly after September 30, 2026, the complete official list of individuals registered as eligible voters for Federal office to the Secretary for comparison through the SAVE system to identify individuals who are not U.S. citizens. No eligible State would receive more than 10 percent of the amount it received under the 2026 election security grant program, and these funds would be in addition to the 2026 program funds.
