Introduced

- HHS and federal planners would have 180 days to consult AI and countermeasure experts and deliver a strategy that sets a preparedness framework, lists duties and goals, identifies capability gaps, and defines metrics to measure progress.
- Public health and biodefense programs would be required to fold AI threat considerations into all‑hazards emergency preparedness because the bill amends the Public Health Service Act to label AI‑covered federal response planning as part of deployment responsibilities.
- Congress and other oversight committees would receive protected access to the strategy so lawmakers can review AI risk planning without compromising national security.

National AI public health plan
This bill would require the HHS Secretary to write a national plan to prepare for misuse of artificial intelligence that threatens public health. The plan would be due within 180 days of enactment. It would include a preparedness framework; duties and goals with metrics; gaps in public health capabilities; and strategies to fill those gaps. The plan must at minimum address AI-enabled development of biological weapons and AI design of viruses or bacteria resistant to treatment. HHS would consult countermeasure developers and AI experts and share the plan with relevant congressional committees in a way that does not harm national security. The bill would also amend the Public Health Service Act so federal emergency responses covered by this AI plan are included in preparedness planning.
