Medicare Advantage Supplemental Benefits Transparency Act of 2026

New data rules for Medicare Advantage

This bill would require Medicare Advantage plans to send CMS enrollee-level data on supplemental benefits starting for plan years that begin on or after January 1, 2029. The data would show each item or category of supplemental benefit, provider National Provider Identifier when applicable, eligibility rules, benefit category, utilization, and payment details including total plan spending per enrollee and out-of-pocket cost per use. By January 1 two years after a plan year's start, CMS would, on request, give researchers the data for evaluations and post a de-identified public-use file on the CMS website. CMS would have to use privacy and security procedures when sharing any identifiable enrollee data. The bill would also provide $12 million to HHS for fiscal year 2026, to remain available until expended, to set up this reporting.
