More flexible transit ridership forecasts

If enacted, the bill would let transit agencies and project sponsors use more kinds of ridership forecasts when seeking fixed guideway grants. They could include local population density, population growth rate, and certain MAP-21 development planning activities. Forecasts would have to account for current transit ridership in the corridor and may use whichever population factor (density or growth) helps the project most. This change would apply to project-justification decisions for Federal Transit Administration fixed guideway grants and would take effect upon enactment.
