Grants to support counselor licensure portability

This bill would require the Department of Health and Human Services (HHS) to set up a Mental Health Licensure Portability Program within 90 days. The program would award grants only to eligible entities: interstate compact commissions and State licensure boards. Grants would help recruit counselors to practice in States that join interstate licensure compacts. They would also fund developing, operating, or maintaining compact commissions. Congress would authorize $4 million per year for fiscal years 2027 through 2030 to carry out the program.
