FERC jurisdiction over large-load interconnections. This bill creates a federal rulebook for connecting very large nonresidential electric loads to the interstate transmission grid and sets who pays, how studies run, and how projects are tracked. It defines a "covered large load" as an aggregate peak demand of at least 150 megawatts behind a single point of interconnection and preserves an exclusion for ERCOT.

Big customers pay hookup costs
This bill would make very large nonresidential loads (150 megawatts or more behind one point) subject to special interconnection cost rules. Peak demand would be measured without reducing for on-site generation or storage. Tariffs would assign 100% of Interconnection Facilities and Direct Assignment Facility costs to the covered large-load customer. Network Upgrade costs would also be allocated to the covered customer but credited back against transmission service charges. Covered customers could elect to build upgrades themselves and would need to provide payment or financial security to protect other customers.
FERC rules for very large loads
This bill would give FERC authority over how very large nonresidential loads connect to interstate transmission. FERC would have one year to write final interconnection rules that include model contract terms, study timelines, and payment and financial-security requirements. The rules would create an option for a covered large customer to voluntarily fund regional or interregional transmission projects to secure transmission service, but that funding would not change whether a project is selected. The section would not apply to the Texas-only grid (ERCOT).
