Bill Overview
Analyzed Economic Effects
3 provisions identified: 1 benefits, 2 costs, 0 mixed.
Cap pay and cut executive perks
If enacted, the bill would cap total pay for covered Postal executives at the President's annual salary under 3 U.S.C. 102. Covered executives are the Postmaster General, Deputy Postmaster General, and Postal Career Executive Service level II or above. The bill would bar many executive fringe benefits, like wellness incentives, parking allowances, financial planning, retirement counseling, trusted-traveler fee reimbursements, travel-club memberships, and relocation benefits. It would also ban first-class or business-class air travel, require repayment for prohibited benefits received after the effective date, and forbid using pay increases, bonuses, or deferred compensation to replace banned benefits.
No PMG bonuses in deficit years
If enacted, the Board of Governors could not approve any bonus, award, or other monetary pay beyond basic pay for the Postmaster General in any fiscal year when Postal Service total expenditures exceed total revenues. Total revenues and total expenditures would include both appropriated and non-appropriated funds. This rule would apply even if another law otherwise allows such bonuses.
Protect non-executive employee benefits
If enacted, the bill would not change wellness, parking, or retirement benefits that are generally available to Postal employees who are not covered executives. It would preserve any benefit given to bargaining-unit employees under collective bargaining agreements in chapter 12 of title 39. It would also preserve compensation described in 5 U.S.C. 423(b).
