Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

Mandatory sanctions for E1 activity

If enacted, the bill would require the President to impose sanctions starting 30 days after enactment on foreign persons who help build or finance Israeli settlements in the E1 area of the West Bank. Covered acts include bidding on E1 tenders on or after August 18, 2026; offering guarantees for bids; signing development or lease agreements; providing contracting, subcontracting, or professional services; investing in roads, water, sewage, or electricity that serve settlements; and organizing, directing, financing, or moving civilians into those settlements. The bill would also let sanctions target leaders, owners, controllers, and people who materially assist sanctioned persons.

U.S. blocking powers and penalties

If enacted, the bill would let the President use the International Emergency Economic Powers Act to block property and transactions of designated foreign persons. Blocking would apply to property in the United States, property that enters the United States, and property controlled by U.S. persons. Criminal and civil penalties under IEEPA could apply to people who violate licenses, orders, or prohibitions issued under this sanctions section.

Exceptions, definitions, and sunset

If enacted, the bill would exempt transactions for food, agricultural goods, medicine, medical devices, and humanitarian assistance from the sanctions. It would also exempt authorized U.S. intelligence activities and activities reported under title V of the National Security Act. The bill would define key terms such as "foreign person", "United States person", and "knowingly". The sanctions and this section would end seven years after enactment.
