- Foreign Service Officers: Economic Officers would have to complete required coursework — entry-level officers before the end of their second tour and officers assigned to critical-mineral or energy billets before deployment. Specialized and supplemental risk training would apply for posts that produce, process, refine, or export strategic minerals.
- Federal agencies and missions: Academic program materials must be shared with the Office of the Assistant Secretary of War for Industrial Base Policy, the Office of Strategic Capital within the Office of the Under Secretary of War for Acquisition and Sustainment, and other federal departments or agencies with stationed personnel. The training requirements would terminate three years after enactment.
- White House coordination and industry ties: A Special Advisor to the President for Critical Minerals and Supply Chains would be created on the National Security Council, ranked like a Deputy National Security Advisor and supported by two deputies for domestic and international coordination. That office would coordinate agencies, shape policy on domestic and international supply chains, and liaise with Congress and industry.
