Ocean pollution research and cleanup study
This bill would direct NOAA to monitor and study dumping of DDT, its byproducts, and other industrial wastes in and around the San Pedro Basin. NOAA would research how that waste moves, whether it enters the marine food web, and whether bioremediation could help at San Pedro offshore dump sites. NOAA could provide grants for related deep seafloor contamination studies off the California coast. The Administrator would have to report a research and bioremediation strategy and identify other offshore dump sites to several House and Senate committees within 3 years of enactment. The bill would authorize $6 million for each fiscal year 2028 through 2034 (about $42 million total) to carry out these activities.
