Grants to replace Hawaii cesspools
If enacted, the bill would let the EPA make grants to the State of Hawaii or local management entities to help homeowners upgrade small household cesspools. Grants would pay 75% of project costs for conversions to septic systems, connections to treatment works, or cluster/decentralized systems. Grants could also fund workforce training, technical help, education, and advocacy. The bill would authorize $20 million for each fiscal year 2028 through 2032, and the EPA could use up to 2% of yearly funds for administration. Eligible households would be members of households in municipalities identified under the State affordability rules, and projects that reduce the greatest health and environmental risks would get priority.
