Introduced

Summary

Securing the U.S. electric grid from equipment and computing facilities owned or controlled by foreign adversaries is this bill's core goal. Show full summary
  • Military installations and defense missions: The plan must assess threats to bases and defense‑critical electric infrastructure and set criteria that prioritize remediation based on proximity and mission risk.
  • State governments and grid operators: It directs coordination with States to remove, replace, or mitigate covered gear and to adopt trusted hardware and software while minimizing disruption to grid operations.
  • Department of Defense budgeting and oversight: Beginning in fiscal year 2028 and annually thereafter, U.S. Northern Command must submit an annual budget estimate to the Secretary and the congressional defense committees for executing the plan.

Defense plan to secure electric grid

If enacted, the bill would require the Defense Secretary to send Congress a plan within 180 days to find and address electric-grid equipment and computing facilities in the U.S. that are owned or controlled by a foreign adversary. The plan would assess risks to military sites, defense-critical electric infrastructure, DoD missions, and bulk-power system reliability. It would set risk-based priorities, describe how to remove, replace, or mitigate covered items with secure alternatives, and coordinate remediation with States while limiting grid disruption. The plan would be submitted unclassified with an optional classified annex. The bill would also require DoD guidance within 90 days to define covered computational facilities and updates at least annually. Beginning in fiscal year 2028, Northern Command would submit annual budget estimates to carry out the plan.
