Expanded land transfers for Leech Lake Tribe
If enacted, this bill would expand and regulate transfers of certain federal land to the Leech Lake Band of Ojibwe. The Forest Service would transfer parcels in the Chippewa National Forest in Cass County where Bureau of Indian Affairs records show past sales without unanimous owner consent. Transfers would happen on a rolling basis by agreement with the Tribe, with acre‑for‑acre substitutions of National Forest land when needed. Priority would be to avoid inholdings and pick land next to current Leech Lake trust lands or of cultural importance. The bill would require maps and legal descriptions for each transfer and public engagement under applicable law. It would state that transfers are not intended to immediately change how the land is used and would reaffirm Minnesota Statute 97A.151 so non‑Tribal hunting, fishing, and recreation rights would remain unchanged.
