Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Job help for family caregivers

If enacted, VA would provide job and training help to family caregivers who are primary providers. You would be able to get reimbursement for certification or relicensing fees, up to $1,000 lifetime. You would get free access to VA training modules for continuing education credit. You would be able to use Military OneSource, DOL veteran employment services, and VA job programs while in the program and for 180 days after leaving, unless dismissed for fraud, abuse, or mistreatment.

180-day VA medical coverage for caregivers

If enacted, VA would extend VA medical care eligibility for people who were designated primary family caregivers to include the 180 days after they lose that status. The 180-day extension would not apply if the caregiver is entitled to Medicare Part A hospital insurance during that period. The extension would also not apply to anyone dismissed from the caregiver program for fraud, abuse, or mistreatment.

Bereavement and transition help for caregivers

If enacted, VA would add bereavement counseling and retirement planning services for family caregivers who are primary providers. VA would provide instruction, preparation, training, and other support for 180 days after a caregiver stops participating to help them transition away from caregiving. That transitional help would include assistance returning to the workforce, but it would not be available to caregivers dismissed from the program for fraud, abuse, or mistreatment.
