Arsenal Workload Sustainment Act

Sponsored By: Senator Durbin, Richard J. [D-IL]

Introduced

Summary

Gives a bidding edge to projects that use Army-owned arsenals. This bill would create a five-year pilot that prefers public-private partnerships using Army arsenals by adding 20% to the bid price of non-public partners that do not use a government-owned, Army-operated arsenal and by favoring partners that use the Army’s Advanced Manufacturing Center of Excellence and that ensure at least 25% of partnership activities are performed by Department of Defense employees.

  • Army arsenals and readiness: Aims to sustain workload at government-owned Army arsenals to preserve technical skill and surge capacity for mobilizations and emergency needs.
  • Private sector partners: Non-public companies that do not partner with an Army-owned arsenal would face a 20% price disadvantage in source selection, while firms using the Advanced Manufacturing Center get selection preference.
  • Department of Defense workforce: Requires that not less than 25% of partnership activities be carried out by DoD employees, shifting some work back to federal hands.
  • Oversight and planning: Requires a report within one year breaking out arsenal workload by budget account, assessing where arsenals can meet future needs, projecting workload, and listing needed capital investments.

Pilot favors contractors using Army arsenals

If enacted, the bill would require the Defense Department to start a five-year Arsenal Workload Sustainment Pilot within 90 days. The pilot would use public-private partnerships to keep work at Army arsenals owned and run by the U.S. government. In pilot solicitations, bids that do not use an Army-owned arsenal would be treated as 20% higher for source selection. The Secretary would also favor partners who use the Army Advanced Manufacturing Center of Excellence and who ensure at least 25% of partnership work is done by Department of Defense employees. A report to Congress would be due within one year describing workload, future outlook, and needed capital investments at those arsenals.
