Show full summary
- Program operators would face a two-path evidence test. Path A requires demonstrable, statistically significant effects from experimental, quasi-experimental, or controlled correlational studies while Path B allows a research-based rationale combined with ongoing evaluation.
- Researchers and evaluators would get clearer criteria for what counts as acceptable evidence and how to design studies or evaluations to meet those standards.
- Job seekers and participants could see federal and state funding shift toward programs that meet these evidence standards, which may change which services are available in workforce programs.

New evidence rules for job training
This bill would add a legal definition of “evidence-based” for WIOA workforce activities. The term would apply whenever it is used for any activity, service, strategy, intervention, or materials. A program would qualify either by showing statistically significant effects in at least one well-designed experimental, quasi-experimental, or correlational study with controls, or by having a research-based rationale plus ongoing evaluation. States would also have to describe how they will prioritize funding for evidence-based programs using funds reserved under section 128(a). The bill would not itself appropriate new funds or set an effective date.
