Direct removal of U.S. Armed Forces from hostilities in or against Iran. Show full summary
  • Servicemembers and families: Would require removing U.S. forces from hostilities in or against Iran, potentially ending combat deployments that grew to more than 50,000 personnel in early March 2026.
  • Congress and presidential power: Would reinforce Congress's sole constitutional power to declare war by conditioning continued hostilities on a formal declaration or specific statutory authorization.
  • U.S. personnel, citizens, and partners: Would still permit defensive actions to protect the United States or its personnel, intelligence sharing, assistance to partner countries attacked by Iran since February 28, 2026, and help securing and evacuating U.S. citizens.
  • Regional stability and trade: The resolution cites Iran's closure of the Strait of Hormuz and a presidential-ordered naval blockade as causing major maritime and energy disruptions, framing congressional authorization as central to decisions that affect those risks.

Remove U.S. forces from Iran

The President would be directed to remove U.S. Armed Forces from hostilities within or against Iran unless Congress declares war or specifically authorizes the force. The directive would still allow defending against attacks on the United States or its personnel and facilities in other countries. It would allow collecting, analyzing, and sharing intelligence about threats from Iran or its proxies. It would also allow assistance to partner countries attacked by Iran since February 28, 2026, and help with the security, departure, and evacuation of U.S. citizens affected by the hostilities.

30-day extension for troop safety

Under the War Powers Resolution, the President would be able to extend U.S. forces' presence for up to 30 additional days if the President certifies in writing to Congress that unavoidable military necessity for troop safety requires it. The extension would be limited to a single additional period and must describe the unavoidable military necessity and aim to bring about a prompt removal.
