Show full summary

This resolution would urge the Senate to give advice and consent and make ratification a federal priority to strengthen U.S. legal standing on maritime rights, seabed mining, and undersea infrastructure.

  • Defense and diplomacy: Gives the United States formal standing to defend navigational rights, counter excessive maritime claims, and press U.S. positions in disputes across the Indo-Pacific, the Arctic, and the Black Sea.
  • Industry and infrastructure: Enables U.S. membership in the International Seabed Authority so the United States can vote on seabed mining rules as demand for critical minerals rises and help protect undersea cables that carry more than 97 percent of global internet traffic.
  • Legal tools for coastal claims: Codifies longstanding U.S. positions into treaty law, improves access to dispute resolution mechanisms, and strengthens the process for extended continental shelf submissions under Article 76.
