- Individuals with disabilities and families: Would affirm the right to live in the community and highlight access to home- and community-based services through Medicaid. It notes more than 70 million U.S. adults have disabilities.
- Advocates and service providers: Would salute people and organizations that expanded home- and community-based services and underscore progress rooted in Section 504 and the Americans with Disabilities Act.
- Federal policymakers: Would condemn the Department of Justice's June 18, 2026 opinion rejecting the integration mandate and call on DOJ to rescind it. It would also urge Congress to reverse the largest Medicaid cuts in history and increase funding for home- and community-based services.
