India's Aluminum Sheets Slapped with Subsidy Duties for 2023

3.10% Countervailing Duty on MALCO

The Department of Commerce found that Manaksia Aluminium Company Limited (MALCO) received countervailable subsidies for January 1, 2023 through December 31, 2023 and set a net countervailable subsidy rate of 3.10 percent ad valorem. This means imports of MALCO's common alloy aluminum sheet will be subject to an additional 3.10% duty when assessed under this review.

CBP Assessment Timing for Duties

Customs and Border Protection (CBP) will assess countervailing duties on appropriate entries in accordance with Commerce's final results, and Commerce intends to issue assessment instructions no earlier than 35 days after this notice was published. If a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate the relevant entries until the statutory injunction period (within 90 days of publication) has expired.

Cash Deposits Required After Publication

Commerce will instruct CBP to collect cash deposits of estimated countervailing duties for MALCO at the 3.10% rate on shipments of the subject merchandise entered or withdrawn from warehouse for consumption on or after the date of publication of these final results (March 10, 2026). For non-reviewed firms, CBP will continue to collect cash deposits at the all-others rate or the most recent company-specific rate, and these cash deposit requirements remain in effect until further notice.
