Notice

Summary

The Department of Commerce shared decisions made from October to December 2025 about which imported products are covered by trade rules. Companies like Miraclon and Vision Wheel found some of their products aren’t subject to extra duties, saving them money. These rulings help businesses know what’s taxed and what’s not, with updates coming every quarter.

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Flexographic Plates Excluded from Japan AD Order

On November 24, 2025, Commerce found that flexographic photopolymer printing plates imported by Miraclon Corporation Ltd. are outside the antidumping duty (AD) order on aluminum lithographic printing plates from Japan because Miraclon's products contain no aluminum. That decision means Miraclon's covered imports are not subject to the AD order as of the ruling date.

Many Vision Wheel Models Not Covered by China Wheel Orders

On December 29, 2025, Commerce found that 82 models of aftermarket light and medium truck steel wheels imported by Vision Wheel Inc. from China are not covered by the antidumping (AD) and countervailing duty (CVD) orders on certain steel wheels 12 to 16.5 inches in diameter from China, based on physical differences. Commerce also found one additional Vision Wheel model is not covered based on purchaser expectations, use, and marketing.

Blinds to Go Feedstock Excluded from China Wood Orders

On December 22, 2025, Commerce found that feedstock for wooden slats, wooden bottom rails, and wooden valances imported by Blinds to Go (US), Inc. are not covered by the AD and CVD orders on wood mouldings and millwork products from China because they are not permanent or semi-permanent building installations nor shaped for architectural or decorative building uses. Those feedstock items are therefore outside the scope of the orders as of the ruling date.
