Chinese Cabinets Face Final Subsidy Duty Results for 2023

Summary

The U.S. Department of Commerce found that some Chinese makers of wooden cabinets and vanities got unfair government help in 2023. Because of this, certain extra taxes (called countervailing duties) will apply to their products when sold in the U.S. These changes take effect starting March 13, 2026, impacting importers and sellers who’ll need to adjust to the new costs.

Final Countervailing Duty Rates

The Department of Commerce found certain Chinese wooden cabinets received subsidies for the period January 1, 2023 through December 31, 2023 and set net countervailable subsidy rates effective March 13, 2026. The final rates are: The Ancientree Cabinet Co., Ltd. 9.33% ad valorem; KM Cabinetry Co., Ltd. 11.85% ad valorem; and a review-specific average rate of 9.51% for the listed non-selected companies.

Cash Deposit Collection at Entry

U.S. Customs and Border Protection will collect cash deposits of estimated countervailing duties at the rates shown above for shipments of subject merchandise entered, or withdrawn from warehouse, for consumption on or after March 13, 2026. For non-reviewed firms, CBP will continue collecting deposits at the all-others rate or the most recent company-specific rate as appropriate.

Assessment and Liquidation Timing

Commerce will direct CBP to assess countervailing duties on all appropriate entries covered by this review and intends to issue assessment instructions no earlier than 35 days after publication (March 13, 2026). If a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the time for filing a statutory injunction has expired (within 90 days of publication).

Importer Certification Requirement

After publication of these final results, importers or their agents must continue to submit required AD/CVD certifications to CBP by uploading them into the document imaging system in CBP's Automated Commercial Environment (ACE) at the time of entry summary filing. Importers must also identify such entries using the additional declaration (record 54) AD/CVD Certification Designation (type code 06).
