Limits on citizen arrests and assistance

The law ends the rule that let officers order bystanders to help during an arrest. It also removes private citizens’ power to make a warrantless arrest of someone believed charged in another state with a crime punishable by death or more than one year in prison. Only peace officers can make those interstate warrantless arrests. After any such arrest, the person must be taken quickly to a judge or justice of the peace, and a sworn complaint is required.
