The law bans arrests or detentions by anyone not given that power by a Delaware statute. Private citizens and private detectives cannot arrest unless a law clearly gives them that authority. Anyone taken into custody by a private detective must be held only in a state or local jail. The law also repeals old private‑detective arrest rules and a related penalty section.
