Higher vehicle title document fee

Beginning Oct 1, 2025, the document fee on a vehicle sale is $5.25 for each $100 of the price. Mobile homes stay at $3.75 per $100. Title work the Division receives before Oct 1, 2025 uses the old FY2025 rate, even if processed later. All titles processed on or after Nov 1, 2025 use the new rates, no matter the sale date. Fees are rounded to the nearest dollar.

New annual fees for electric and alt-fuel cars

The law defines electric, plug-in hybrid, non-plug-in hybrid, and other-fuel vehicles for registration. Starting Oct 1, 2025, these vehicles pay an extra annual fee on top of the normal registration. Electric (battery) and other-fuel: $110, $150, $260, or $900 by weight band. Plug-in hybrids: $85, $115, $200, or $600. Non-plug-in hybrids: $60, $80, $140, or $480.

No $200 fee for nonprofit plates

Starting Oct 1, 2025, nonprofits no longer pay the one‑time $200 setup fee for a special license plate. This removes a startup cost when creating a new plate.

Higher fees for commercial drivers

Starting Oct 1, 2025, getting or renewing a CDL costs $55 (was $48). Adding an endorsement after issue costs $10 (was $5). The hazardous‑materials endorsement fee remains $30.

Higher state fee for taxicabs

Starting Oct 1, 2025, the taxicab authorization or renewal fee is $10 (was $3.45). Taxi owners and operators pay this each time they apply or renew.

New licensing costs for car dealers

Starting Oct 1, 2025, car dealers pay a $100 application fee and $50 each year to renew. Dealerships must also hold a yearly dealer business license from the Division of Revenue. Wholesale dealers must also get a wholesale license.

Driver’s license and ID fee changes

Starting Oct 1, 2025, a new driver’s license costs $50 (was $40). Renewing a non‑CDL Class A or B license costs $50 (was $40). Getting a duplicate or replacement ID card costs $10 (was $5). You do not pay a replacement license fee if you show a valid Delaware personal credential card. Children in DSCYF custody and people who meet §9011A(g) do not pay the replacement fee. People required to register as sex offenders pay $10 for a coded replacement; removal later is free.
