New rules for insurance regulator funding

The Insurance Department now puts supervisory assessments, exam fees, and rate and form filing fees into its Regulatory Revolving Fund. It also deposits 15% of the §701 licensing fees in paragraphs (23)–(31), (35)–(37), (41), and (42) into that fund. All other Insurance Commissioner fees and taxes go to the State General Fund.
