Obey traffic orders from constables

Commissioned constables can direct and control car and foot traffic while on duty. If a commissioned constable gives a lawful order, drivers and pedestrians must obey. This puts constables alongside police, flaggers, fire police, and uniformed adult school crossing guards. This change does not remove your duty to drive with due care for safety.
