Regular police training on sexual assault

The state commission sets in‑service training rules. Patrol officers and sex‑crimes investigators get at least 2 hours every 4 years on detecting, preventing, and prosecuting sexual assault. Training is staggered so about half get it every 2 years. Training also covers the Juvenile Civil Citation Program.

All changes start 18 months later

All parts of this law take effect 18 months after enactment. The law does not set a sunset date.

More diversion options for first-time juveniles

The law steers some cases to a civil citation instead of charges. A juvenile qualifies only with no prior delinquency and no diversion referral in the last 1 year. Officers must think about giving a citation but still decide. The juvenile must agree and a parent or guardian must consent. If there is a victim, the victim must consent unless the case goes under §1002. If an officer charges instead for crimes like theft, shoplifting, trespass, graffiti, disorderly conduct, harassment, or loitering, the officer must record the reason in the state system. Every police agency must send a yearly report listing when qualified juveniles were charged instead of cited.
