Easier virtual meetings for the Council

The Council may hold virtual meetings under Delaware’s open meeting rules (Title 29, § 10006A). A Council staff member may be at the anchor location instead of, or with, a Council member.

Annual spending report, no meeting updates

The Council must explain in its yearly report how it spent any state, federal, or other funds. For this rule, “state funds” means state money given to the Council, not money for staff positions. The law ends the rule to give a spending report at every full Council meeting.

Faster council decisions, stronger director checks

The Council’s quorum is now 10 members, down from 13. Most actions pass with a majority of members who are present. The Chair may appoint the Executive Director only with approval from a majority of the full membership, and the Director serves at that majority’s pleasure; vacant seats do not count in that total. The Executive Director may hire staff and sign contracts as needed, with Council quorum approval and only within money appropriated or other available funding.
