Mayor can act fast in emergencies

The Mayor can act without the Council during a sudden emergency to protect health, safety, and property. Examples include a major fire, big flood or storm, civic unrest, a toxic spill, or an emergency declared by county, state, or federal agencies. These powers let the Town respond fast to keep people and property safe.

New annexation steps for property owners

Property next to Millsboro can be annexed only by a written petition signed by all owners. The petition must describe the land, give reasons, list the proposed zoning, and be filed at Town Hall; staff must confirm it is complete. The Council appoints at least three members to study the annexation and zoning, and the committee must report within 90 days with pros, cons, and a recommendation. If the committee finds it helps both the Town and the area, the Council sets a public hearing on zoning, then may annex and assign zoning with a majority vote of all members. If the committee finds it harmful to either side, the case follows the process used when only five or more, but not all, owners seek annexation.
