Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

State covers cost of added meals

Starting July 1, 2026, the Delaware Department of Education pays schools for these added free meals. Each budget year, the state pays the difference between the federal paid rate and the federal free rate per meal. The same rule applies to breakfast and to lunch. Payments cover meals served under the 185%–225% income expansion.

Free school meals for more families

Starting July 1, 2026, more students can get free school meals. If your household income is over 185% and at or below 225% of the federal poverty level, your child gets free breakfast and lunch. This applies at public schools in the School Breakfast and National School Lunch Programs. It does not apply at schools using the Community Eligibility Provision or Provision 1, 2, or 3. Schools must carry over this eligibility under federal carryover rules, and they are not liable for carried-over decisions.
