Study on hot meals for SNAP recipients

The law directs Delaware’s health agency (DHSS) to explore joining the federal Restaurant Meals Program under SNAP. The program lets disabled people, those age 60 or older, unhoused people, and their qualifying family members use SNAP to buy hot meals at participating restaurants. This law does not change SNAP purchases yet. DHSS must deliver a final report by September 30, 2025. The report must say whether to join, show the analysis and facts, list how many would qualify by ZIP code, and project the cost. If DHSS recommends joining, it must include a plan and name who will lead it. The report goes to the House Speaker and Senate President Pro Tempore, with copies to all lawmakers, the Controller General, and the Division of Legislative Services.
