Delaware orders grid tech study

The law directs the DNREC State Energy Office and the Delaware Sustainable Energy Utility to study grid‑enhancing technologies. All Delaware electric utilities must take part and share planning and cost data. The study reviews customer benefits and costs, cost shifting, feasibility, barriers, and practical roll‑out options. It covers both transmission and distribution systems. It looks at options like dynamic line and transformer ratings, power flow controls, topology changes, advanced conductors, energy storage, demand response (including vehicle‑to‑home and vehicle‑to‑grid), and solar smart inverter settings. The agencies work with the Public Service Commission, the Division of the Public Advocate, and other stakeholders. A progress report is due December 31, 2025, and a final report is due July 31, 2026. The study itself does not change electric rates.

Regulators must approve future grid tech

Any future use of these grid technologies must be approved by each utility’s regulator. Regulators decide if and how costs are recovered in customer rates. This protects customers from unvetted costs and ensures oversight before projects go forward.
