The law creates the DUI Prevention Task Force. It has 11 members from the legislature, courts, and key justice and health agencies. The Attorney General and a Criminal Division representative serve. A DUI judge, the heads of Probation and Parole, Correction, and Substance Abuse and Mental Health, and the Chief Defender also serve. Members who serve by office may send a written designee. The House Chief Clerk notifies position-holders and appointing officials. Members pick two co-chairs at the first meeting.
The Task Force studies DUI arrests and convictions and why some cases fail. It reviews use of repeat-offender enhancements and current sentencing practices. It considers changes to deter DUI, like higher fines, longer jail time, and mandatory treatment or counseling that cannot be waived in plea deals. It evaluates drug–impairment detection tools and estimates purchase and police training costs. The law does not set new fines or sentences now; it directs recommendations.
The Task Force meets within 60 days of enactment. A majority of members makes a quorum, and it must have a quorum to act. It may adopt its own rules; otherwise Mason’s Manual applies. The Attorney General provides staff and materials. Co-chairs handle notices, agendas, minutes, membership updates, and report delivery. State agencies must answer information requests within 90 days. The final report is due by January 1, 2026.
