Public employers must give unions new-hire contact details within 14 calendar days. Starting January 2026, they must also send full contact lists in January and October each year. The data includes name, position, worksite, employee ID, home address, home and personal cell numbers on file, date of hire, and work and personal emails on file. The info must be sent in a secure format the union agrees to.
Unions can email bargaining unit members at their work addresses. Allowed topics include bargaining, contract administration, grievances, workplace complaints, and union business. Messages must follow the employer’s general technology use rules.
Public employers must let unions meet with members in government buildings for bargaining, contract issues, grievances, workplace complaints, and union business. Meetings cannot disrupt government work. They cannot support or oppose partisan candidates or share partisan election materials. The union may be charged extra costs, like security or maintenance, that the government would not otherwise incur.
