Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Financial literacy required for Delaware graduation

Delaware school districts and charter schools that serve high schools must offer at least a half-credit Financial Literacy course. The course uses standards-aligned materials, includes tests, and districts provide strong training for teachers. Starting with students who enter 9th grade in the 2026-2027 school year, you must pass this half credit as part of Social Studies to earn a Delaware high school diploma.

School partnerships for talks and scholarships

Districts and charter schools may partner with businesses, community groups, or individuals to enrich the Financial Literacy course. Partners can give guest talks, run student contests, fund scholarships, or help train teachers. These partnerships are optional and the law does not fund them.

State sets financial literacy standards, certification

The Department of Education, with State Board approval, adopts rules that place Financial Literacy inside the Social Studies standards. Financial Literacy counts as a Social Studies content area. The Department and the Professional Standards Board decide what teacher certification is required to teach the credit. Teachers must meet that certification to teach the course.
