More LIHEAP and home weatherization money

Ten percent of CO2 auction money goes to the Weatherization Assistance Program. Up to five percent goes to LIHEAP for energy-bill help. Also, DNREC sends 30% of Green Energy Fund compliance payments to LIHEAP. LIHEAP payments under this law require you to join WAP within two years, if WAP funding is available. Delaware’s Division for State Service Centers runs LIHEAP and WAP.

More SEU funding and Green Fund changes

Sixty-five percent of CO2 auction proceeds go to the Sustainable Energy Utility. SEU uses the money for energy savings, renewables, financing, and to support the Delaware Energy Fund. The State Energy Office runs the Green Energy Fund with DNREC and the Public Advocate. It gives grants and loans for energy efficiency and renewable or alternative energy projects.

New Delaware Energy Fund for households

The Delaware Energy Fund gives help with energy bills to households under 350% of the federal poverty level. The Sustainable Energy Utility runs the program and must start it within 30 days of enactment. If you qualify for LIHEAP, staff must send you to the Department of Health and Social Services to apply there. If you get help, you must take part in SEU energy savings or efficiency programs. You can get one grant per application; more grants need a new application and available funds. These rules end three years after enactment unless extended.
