Free breakfast at participating public schools

Beginning July 1, 2026, public schools that take part in the federal School Breakfast Program must give every student a free breakfast, no matter family income. The Department of Education reimburses schools each budget year. The payment equals the federal free rate times breakfasts served, minus federal breakfast reimbursements already received. Only one free breakfast per student is covered per breakfast service. Schools already using the federal Community Eligibility Provision or Provisions 1, 2, or 3 are excluded and follow federal rules, and this law does not change free lunch eligibility.
