20% off electric or gas delivery for low‑income

The Public Service Commission can approve a low‑income rate for electric or natural gas service. The rate gives a 20% discount on the distribution part of your bill. Each year, DHSS decides if you qualify based on your participation in, or eligibility for, a means‑tested program run by the Division of Social Services. You must give written or electronic permission each year so the utility and DHSS can share your information. Approved utilities must send a bill insert about the discount and give you referrals to energy‑saving programs like Energize Delaware.

How utilities fund and review discounts

Utilities defer the cost of the low‑income discount and recover it through the state low‑income program fund, or by other recovery methods if they do not use that fund. They must track these deferred costs in a regulatory asset and cannot earn a return on it. The Public Service Commission reviews and reconciles recoveries each year. Every five years, the Commission decides whether to keep, change, or end each approved discount.
