Phone policy updates must be shared

Districts and charters can change their phone policy. When they do, they must send the updated policy to the Department within 90 days. They must also post the new policy on their website. This keeps families and staff informed of current rules.

Schools must post phone policies online

Schools must give their adopted cell phone policy to the Delaware Department of Education. Beginning August 1, 2025, schools must post the policy on their website. The Department does not approve or reject local policies. This makes the rules easy for parents, students, and staff to find.

New student phone rules at school

Every district and charter must adopt a written student cell phone policy with educator input. The policy must set clear rules, limit phones during class, and name times and places when phones are allowed. It must encourage family-school communication, set consequences, and allow emergencies and medical or educational accommodations. Schools must enforce the policy fairly and consistently. Enforcement cannot fall only on classroom teachers.
