Police chief must be state-certified

The Chief of Police must have Delaware police training certification or get it within one year of hire. The Town Manager recommends at least three qualified candidates. The Town Council appoints the Chief with at least three favorable votes.

Town employee pay set in budget

The Town Council sets total pay for each department during the annual budget. Your individual salary must match the staffing plan in that budget. Your department head sets your salary with Town Manager approval. No one may receive pay beyond the salary the Council fixes.

Beach Patrol Captain fixed-term contracts

The Beach Patrol Captain serves under a contract up to 3 years. Contracts cannot auto-renew. The Town Manager can renew a contract only with Town Council approval, for any number of terms. Discipline or firing must follow the contract. Without a contract, the Captain is at-will.

Town Manager gains parking and audit powers

The Town Manager now runs parking for the town, along with water, sewer, streets, sidewalks, boardwalks, piers, and parks. The Manager can also end the independent audit firm’s contract, but only if the Audit Committee agrees. This gives one official clear control of operations with a check on audit changes.

Town borrowing capped at $3 million

The Town can borrow up to $3,000,000 in total unless voters approve more by referendum. It may issue bonds or other debt backed by the Town’s full faith and credit or other security. These bonds are exempt from State, county, and local taxes.
