Bill Overview

Analyzed Economic Effects

5 provisions identified: 0 benefits, 0 costs, 5 mixed.

14-day removal window after termination

After a written termination or non‑renewal notice is delivered, you may not use the facility. The notice must give you at least 14 days to remove your items. The owner may limit access to removal only during normal business hours. Items left after the deadline can be disposed of by the owner.

Stronger storage liens and notices

Owners have a lien on items in your unit for unpaid rent and related costs. This lien is stronger than most others, except a car title lien. It can attach when you move property in if the written agreement says so. You are bound by the agreement if you use or pay for the unit more than 30 days after you get the written agreement, even if you did not sign it. Agreements must warn that your property can be sold if you default. Your last known address is the one in your latest agreement, or a new one you later give in writing as allowed by the agreement.

Towing of stored vehicles after 60 days

If a stored car, trailer, or boat is 60 straight days past due, the owner may have it towed. The owner must send you the towing company’s contact and the facility’s street address for redemption. They must send this by verified mail or by email to your last known address. If an email shows no delivery receipt, the owner must send the notice by verified mail.

Electronic self-storage rental agreements allowed

Rental agreements can be written or oral and may be delivered and accepted electronically. You can review and accept the agreement online. Electronic delivery and acceptance count the same as on paper.

Rules for storage auctions and ads

Before selling stored items after default, the owner must advertise once a week for 2 weeks. Ads can run in a local newspaper or on a public auction website. The ad must list the unit, occupant name, location, and how and when the sale will happen. The sale cannot occur sooner than 30 days after the first ad. Sales may be at the facility or nearby, and online postings count as public sales. Owners do not need a special license to sell units online.
