Size cap on home and business solar

If you add on-site generation, it must be sized to produce no more than 110% of your expected yearly use. Expected use is the average of your two prior 12‑month usage periods at installation. For new buildings, expected use is set at 110% of the yearly use of similar units.

Utility billing updates; rates may rise

The law is in effect now. Utilities, municipal electric companies, and co‑ops must update billing systems by December 1, 2026 to follow the new credit rules. Commission‑regulated utilities can recover implementation and IT costs, which may show up in customer rates.

New rules for excess solar credits

Extra power you make in a month is credited in kilowatt-hours (kWh). Those kWh roll into the next month to cut your use then. At the end of the yearly period, rules tighten for some customers. For commission‑regulated utilities, any leftover yearly kWh credits go back to the utility. That rule took effect May 31, 2023; utilities could still pay for yearly excess up to that date. The rules also allow credits to carry over to the next year. Utilities may cap how much nonresidential customers can carry forward; this cap does not apply to farm customers defined in §902(3).

Farm contracts for year-end credits

If you are a farm customer under §902(3), a utility can sign a power contract with you. The contract can let your farm procure, credit, or carry over extra kWh at the end of the year.
