Simpler gun purchase rules for police

The law lets Delaware law-enforcement agencies buy firearms for on-duty use without the usual background-check steps. This applies to dealer sales and to unlicensed-sale transfers when the agency is the buyer. Qualified officers, qualified retired officers, and agencies buying handguns for duty use are exempt from parts (f)(1), (f)(4), and (h) of the handgun permit law. These exemptions cover firearms meant for official duties and continue before and after the state implements related changes under another law.
