Owners who adopt a retired law-enforcement horse under a written transfer get up to $3,000 a year back for vet care and farrier services. Vet care includes prescription medicine, surgery for serious life or health risks, and cremation. Elective surgery is not covered. You must give receipts or other proof when the agency asks. Only horses that retire on or after the program start date qualify, and agencies that use horses must set the claim and payment rules.

The law is in effect now. Agencies start the reimbursement programs six months after enactment. Owners can file claims and follow the new rules starting on that date.
